You should note that RUSARSENAL R&M Co recommends you addressing directly to a manufacturer of a particular fire-fighting item to shorten your claiming period and to deal with your claim according to the applicable legal liability regulation (Part 1 Clause 1064 of the Civil Code of the Russian Federation).
RUSARSENAL R&M LLC Fire Hose Warranty
The manufacturer represents and warrants that pressure fire hoses will have the quality to meet the requirements set out in GOST (interstate standard) R 51049-2008 and in the Federal Law (Fire Safety Technical Regulation No. 123- Federal Act (FA) dated 22.07.2008) as proved by the respective certificate of conformity, logbooks (registration certificates).
A hose warranty storage and service period is 12 months following the date on which a product is delivered to an original purchaser or to a carrier representative but not more than 16 months from the date of production, whichever is earlier. On expiring the above period, this warranty is to be terminated.
This Warranty covers all defects caused by the manufacturer.
The warranty service period depends on hose type compatibility, operating period and environment effects to be kept out of intended use of the product – i.e. pressurized transportation of fire extinguishing agents. A hose product warranty service life is at least 5 years, provided that hoses are operated, serviced and kept in their ideal serviceable conditions.
For the purpose of warranty, it is implied that any pressure fire hose that has a factory defect shall be replaced for a new item at the manufacturer’s site within five calendar days following the date on which a respective claim is accepted. This Warranty does not cover any defects caused by a user (customer) or by third persons, provided that the latter fails to follow the transportation, storage, maintenance and operation requirements set out in the logbook (registration certificate). This warranty does not cover any defects if they occur as being caused by external mechanical effects (friction forces, punctures, shocks impacts etc.) after the product
is transferred to a purchaser or to an authorized third person, or it has lost its original properties as a result of atmospheric, chemical, thermal, or other effect (fire, internal icing, moistness, act of God etc.).
In the event of low pressure fire hose quality, the following documents shall be submitted:
- A claim in an arbitrary form containing the following information: organization details or claimant’s (individual’s) passport data including contacts; defected product purchase date and place; circumstances, used methods or techniques, defect detection address, date and time; requirements for a manufacturer.
- Certified copies of shipping documentation, carrier service reports, original logbook (registration certificate) duly filled and completed according to the requirements set out in GOST(interstate standard) R 51049-2008 “Fire equipment. Pressure fire hoses. General technical requirements. Test methods”.
- Other customized documentation and materials substantiating the applicant's claims (including reports, photo and video materials etc.).
- Copies of technical documentation and used item last calibration date.

Important Information!
Pressure fire hoses should be operated and serviced in compliance with the requirements set out in the logbook (registration certificate) and in “Fire Hose Operation Guide” approved by Ministry of emergency situations ( MES), Russia, on November 14, 2007. As provided by the requirement set out in GOST (interstate standard) R 51049-2008 “Fire equipment. Pressure fire hoses; General technical requirements; Test methods” and in GOST (interstate standard) R 53279-2009 “Fire equipment; Fire connection heads; General technical requirements; Methods of testing”, pressure fire hoses may be supplied optionally as fitted with fire couplings or without them.
The manufacturer represents and warrants that each item is to be free of defects only when respective pressure fire hose commissioning, maintenance, operation and transportation information is recorded in the product logbook (registration certificate) according to the requirements specified by such logbook (registration certificate), national standard, fire hose operation manual guide and in compliance with other requirements set out in the Law of the Russian Federation.
When choosing any products kept in stock at the RUSARSENAL R&M’s storage, a purchaser or an authorized third person shall inspect these products visually for damages and accept them putting a signature in the shipping documents. Such signature proves acceptance of products as to their quantity and appearance.
The manufacturer shall not bear the responsibility for loss of product quality as a result of faulty shipment or fastening, as well as the manufacturer is not liable for loss of quality as a result of faulty arrangement of any product in a vehicle when carrying to a point of destination and when products are unloaded by a purchaser or by third persons.
If no addendum to the agreement is concluded between the parties, the manufacturer shall not be liable for provide a purchaser with a representative for accepting and testing products.
For ensuring product quality in the events of long-term transportation, RUSARSENAL R&M highly recommends additionally protecting product package. Additional value of a pallet package (100-130 hose rolls) is to be specified in a price list and shall not typically exceed 0.2 – 0.3% of the product package value.
Fire Hose Coupling Warranty
A fire hose coupling is a quick-release fitting in the fire-fighting communications used for connecting fire hoses and attaching them to fire-extinguishing equipment and pumps.
RUSARSENAL R&M does not manufacture such couplings but completes its products with those purchased from other manufacturers, thereby providing its coverage for quality of complete units to the extent of respective manufacturer’s business.
Fire hoses shall be refitted with couplings annually or, where available, on detecting any failure; a respective record shall be made in the logbook.
This warranty has effect on defected couplings to be replaced for new items kept in stock at the RUSARSENAL R&M’s storage.
Important information!
A claimant shall additionally submit a quality inspection and assessment report containing detailed information about quality control techniques according to the requirements set out in GOST (interstate standard) R 53279-2009 “Fire equipment; Fire connection heads (coupling); General technical requirements; Methods of testing”.
If a claim to quality of fire couplings is duly validated, such couplings are to be replaced for new items and a purchaser (user) shall, at own expense, attach a new item to a fire hose.
Yarpozhinvest LLC’s Warranty
RUSARSENAL R&M Co is an official partner of Yarpozhinvest LLC and all products manufactured by it and sold by us are to be covered by its warranty to customers.
* The fire extinguisher warranty service period is 12 months following the date of sale but not more than 18 months from the date of manufacturing, which includes a storage period;
* The company warrants removal factory defects detected by a user during the warranty service period within forty-five days following the date of claiming;
* The company may not fulfill its obligations under the warranty to a user, if a housing, a stop valve, an indicator are mechanically damaged, seal is absent ;
* When replacing defected fire extinguishers manufactured by Yarpozhinvest, RUSARSENAL R& M shall follow the regulation developed jointly with the manufacturer;
* Defected products shall be accepted and replaced at the RUSARSENAL R& M storage at Vasily Petushkov St. 8, Moscow, Russia 125476 according to the requirements set out in Regulation on acceptance and relocation of Yarpozhinvest’s products returned under the warranty to RUSARSENAL R&D Co;
* Defected products may be optionally accepted and replaced at the Yarpozhinvest’s storage at Spartakovsk St, 1d, Yaroslavl, 150034 * A claimant must submit a Report in the form stated by the manufacturer and attach a letter in writing.
Important Information!
When choosing any products kept in stock at the RUSARSENAL R&M’s storage, a purchaser or an authorized third person shall inspect these products visually for damages and accept them putting a signature in the shipping documents. Such signature proves acceptance of products as to their quantity and appearance.
A fire extinguisher is a portable item used for suppressing seats of fire by discharging a pressurized fire extinguishing agent.
Should a supplier fail to stipulate the respective responsibility in a shipping agreement in writing or should no comments be made by a purchaser, by an authorized person or by a carrier about the appearance of an accepted product, no claims to paint damage, scratches, hollows, contaminants etc. shall be dealt thereafter.
For fulfilling the obligations under the warranty, factory defected fire extinguishers shall be replaced for new items at the RUSARSENAL R& M’s storage within 45 calendar days following the date of claiming.

Kommunalnik Gomel Plant JSC (Belarus) Warranty
As stated according to the dealer agreement between RUSARSENAL R&D Co and Kommunalnik Gomel Plant JSC, we fully support the obligations under the manufacturer’s warranty to the extent of powers effective within the area of the Russian Federation.
An underground fire hydrant
The manufacturer represents and warrants that the hydrant will meet the requirements set out in the engineering documentation, GOST (interstate standard) R 53961-2010 “Fire-fighting equipment; Underground fire hydrants; General technical requirements; Test methods” and the manufacturer warrants its performance, provided that a user will follow installation, operation, shipment and storage requirements;
* Warranty service period — 36 months following the date of commissioning;
* Hydrant service life — at least 18 years following the date of production;
If a hydrant is damaged during the warranty period, a user shall, within three days, notify RUSARSENAL R&D Co sending a message (fax, e-mail). The following information shall be provided:
* full name of a company/user;
* postal address (building, house, street, community, district, region, country, postal code) and other contact details;
* name of a railroad and nearest railroad station;
* date of hydrant damage;
* running hours prior to damage;
* full damage characteristic.
A claim shall be made within five days following the date on which the manufacturer’s representative arrives or on which an agreement is finalized for making a one-sided claim with a representative of an uninterested organization involved, and such claim shall be sent to the manufacturer within two days following the date on which it is made.
Water columns and regulators:
The manufacturer warrants compliance of products with the requirements set out in the engineering documentation and their performance, provided that a user will follow installation, operation, shipment, and storage requirements specified in the maintenance documentation;
* Warranty service period — 12 months following the date of commissioning but not more than 18 months following the date of shipment from the manufacturer.
Important Information!
Kommunalnik Gomel Plant JSC is the only company that is licensed for inspecting and servicing any hydrants of own making. For all product quality details, contact the manufacturer via the Supplier.
The warranty remains effective for 45 calendar days following the date of claiming within the area of the Russian Federation and it covers factory defected items that may be replaced for new ones kept in stock at the RUSARSENAL’s storage, Moscow.

Fire-extinguishing Storage Metal Item Warranty
RUSARSENAL R& M Co. does not produce any metal items (cabinets, stands, fireproof doors etc.) for storing fire-extinguishing equipment but it buys such products from some manufacturers, thereby providing its coverage for quality of complete units to the extent of respective manufacturer’s business.
RUSARSENAL R& M Co. represents and warrants that each item is to be free of defects and meets the requirements set out on the Law of the Russian Federation and regulatory documentation (GOST (interstate standard), Technical Regulation (TR), Technical specifications (TS), as proved by the respective certificate of conformity, logbooks.
When choosing any products kept in stock at the RUSARSENAL R&M’s storage, a purchaser or an authorized third person shall inspect these products visually for quantity and damages and accept them putting a signature in the shipping documents.
